On the Award of Imperial Orders

The Russian Legitimist has received a recent enquiry about the award of chivalric orders of the Imperial House.  The enquiry was prompted by a blogger who sold on the internet a medal in his possession which pertained to one of the imperial orders.

Like her father and grandfather before her, the current Head of the Imperial House has continued to award the orders of the dynasty.  With some exceptions, these awards are for the most part made to her fellow Russians – that is, to Russians who have served or worked in support of the Russian Orthodox Church, Russian art and culture, Russian charitable organisations, or the Russian Imperial House.

There are no costs or fees of any kind associated with being awarded a dynastic order.

A person who is awarded an imperial order receives a diploma (‘gramota’) duly signed by the Grand Duchess Maria and countersigned by the Director of her Chancellery, who also affixes to it the seal of her Chancellery.  There is no cost or fee whatever associated with the issuance of a diploma. 

With some exceptions (especially in the cases of hierarchs of the Russian Orthodox Church), the Head of the Imperial House does not present to the recipient of an order the actual physical insignia or medal pertaining to it.  She only presents the diploma.  A person honoured by award of an order who wishes to acquire the medal or insignia of the order in question may obtain it at his or her own expense from one of the private commercial establishments who specialise in manufacturing such medals.

Under the monarchy, there were annual dues associated with some of the imperial orders.  The Grand Duchess Maria has formally abolished any such dues.

In summary, membership of dynastic orders must be earned.  It may not be purchased.  It is commemorated by a formal diploma.  If a recipient wishes to obtain the physical medal pertaining to the order, he may acquire it at his or her own expense from one of several commercial establishments having no connection with the Imperial House.

Grand Duke George Mikhailovich of Russia and his fiancée appeared on the popular Russian evening talk program “Dok Tok” with presenter Ksenia Sobchak. Sobchak is the daughter of the former mayor of St. Petersburg, Anatoly Sobchak, who was the first to invite Grand Duke Vladimir Kirillovich and his wife to return to Russia in November of 1991.

The hour-long, wide-ranging interview in Russian touches upon issues of family, the young couple’s life in Moscow, and their upcoming wedding, which Sobchak notes will be the first wedding of a member of the Imperial House in St. Petersburg in over 100 years.

Questions raised by Paul Gilbert’s recent statements.

Some readers have asked The Russian Legitimist to comment on a recent announcement by Paul Gilbert.

Mr. Gilbert, a Canadian, posted on the internet a comment that he is “cutting all ties” with Grand Duchess Maria, Head of the Russian Imperial House, and her son, Grand Duke George.  The term “cutting all ties” suggests an element of self-importance on Mr. Gilbert’s part, as it is a phrase typically used when one country cuts diplomatic ties with another.

It is unclear what the “ties” are to which he refers.  We understand that some years ago, Mr. Gilbert organized a seminar in England and very politely asked the Grand Duchess to agree to be the patroness of the project.  She kindly agreed to his request.  This showed graciousness on her part.  Graciousness is not a noun that can be applied to some of Mr. Gilbert’s published comments about the family of the Grand Duchess.

Mr. Gilbert relates that as a child he became fascinated by Emperor Nicholas II and imperial Russia.  For many years, he pursued this interest, including the collecting of and making available for sale rare books about imperial Russia and re-publishing obscure volumes long out of print.  He is a defender of the memory of Emperor Nicholas II and sometimes gives the impression that he views himself as the only true defender of the Tsar Martyr, over and above the Emperor’s living relatives as well as qualified trained scholars of Russian history.  

With all due respect to his self-appointed outsider’s role defending the memory of Emperor Nicholas II, however, we note that it was Grand Duchess Maria who successfully led a long legal fight in Russia to have the Russian Supreme Court rule that Nicholas II and his family were victims of Soviet repression and to remove any remaining Bolshevik legal findings that they were enemies of the people.  We also note that it was Grand Duke Wladimir, the father of Grand Duchess Maria, who worked in such close collaboration with the Russian Orthodox Church Outside of Russia in the process that led to the canonization of the Emperor.

For many years, Mr. Gilbert’s website prominently posted an article arguing that the elder son of the late Prince Roman of Russia was the head of the Russian dynasty.  Mr. Gilbert was not the author of the article, but his publication of it suggested an endorsement of that view.  At a certain point, however, he announced that he was removing the article from the website and that he now accepted Grand Duchess Maria as head of the dynasty.  Several years later, he began to disparage descendants of Grand Duke Wladimir Aleksandrovich (died 1909), next brother of Alexander III and the great-grandfather of Grand Duchess Maria.  This disparagement appeared in posts that seemed very angry.  Most recently, Mr. Gilbert has written that he has changed his mind again and no longer accepts Grand Duchess Maria as head of the dynasty.  It appears too that at a certain point he signed some kind of oath of allegiance to the Grand Duchess as head of the dynasty, because he states that he will no longer abide by this oath.

Mr. Gilbert is entitled to his opinion.  But his opinion should be evaluated for what it is: in the great scheme of things he is not Russian, does not speak Russian, and does not possess any academic credentials as a scholar of Russian history.  He is a devoted enthusiast of imperial Russia.

 He writes that he plans to focus his efforts on the memory of Nicholas II and no longer to involve himselfwith the question of who the head of the dynasty is.  So be it.  We hope he will stick at least to this assertion.

First marriage in Russia for the Romanovs since 1917[i] : The Grand Duke George has chosen Rebecca Virginia, a beautiful Italian. 

Paris Match. Who could have imagined that one day the heir of the Romanovs would become engaged in Moscow ? 

George Mikhailovich: Actually, I'm the first to do so since the revolution. It is a privilege to live here. Also, because Moscow is a metropolis comparable to London or to New York. In the midst of the Soviet and Futurist architecture, there are traces of medieval Russia. We are happy because now, everything is possible. But as soon as we find the time, we will leave for Saint-Petersburg, that fascinating Venice of the North, which is still the  symbol of the grandeur of the Russian Empire.

Are you marrying there as a reconciliatory gesture?

Above all it is an occasion to present the beauty of Russia to our guests. Because the reconciliation was made long ago. Thanks to the perseverance of my mother and of the Chancellery of the Imperial House, the Russian Supreme Court rehabilitated[ii] the members of our dynasty who were executed during the revolution.

In the context of  health restrictions, how will your engagement proceed?

The Italian Ambassador in Moscow offered to throw us an engagement reception at the embassy[iii], but it will wait until the situation improves. If the health restrictions permit, we plan to marry in the autumn.

 

How did you meet one another?

We crossed paths during dinners or dances, and then we met again at the French Embassy in Brussels, while we were both working for the European Union. It is there that we first formed the friendship which has turned into a love story.

Russia, Italy, Spain, France, Belgium... Where do you feel you are at home ?

Rebecca: The Grand Duke was so friendly that I immediately thought that we would become the best of friends. And, in the end it turned out better than expected.  His fine upbringing from another age and his generosity attracted me. In addition, he makes me laugh. 

 

George: Rebecca is an independent woman, always in a good mood. She has lived everywhere in the world and has enormous spirit. We share the same values and the same upbringing, which is essential.

 

Were you scared to become engaged to a descendant of the tsars of Russia ? 

Rebecca: It has been quite a whirl! But we have been together long enough that I have had time to prepare myself. As the daughter of an ambassador, fortunately, I am accustomed to the rules of protocol. But I'm still surprised by the warmth around the imperial family. Russia fascinates me. At the end of the 1990s, my father, who worked for the Italian government, was in charge of relations between Rome and the regions of Moscow and Saint-Petersburg. The most delicate project entrusted to him was overseeing the construction of an Orthodox Church[iv], on the territory of the embassy of Russia in Rome, …right next to the Vatican. This is how I discovered the religion, and took my first course in Russian. Destiny... My conversion, in July, in St. Petersburg, was a moment of great emotion. My only regret is that neither the parents of George, the Grand Duchess of Russia and the Prince of Prussia, nor my parents were able to attend, due to the health situation. Fortunately, the [members of] Chancellery of the Imperial House, who are to me like a second family, were there.

As a descendant of Queen Victoria, Tsar Alexander II of Russia, and Kaiser Wilhelm II of Germany, do you feel at ease in your own era?

George: My grandfather the Grand Duke Vladimir introduced me to the history of our family. It inspired in me a deep love of our country and made me aware of my responsibilities. I am certainly a descendant of an historic family, but I am also very much a modern man who lives and works in his own time.

What do you intend to do after your wedding ? 

George: After my education at Oxford I worked for various European concerns and then in the private sector, before launching my own consulting firm, Romanoff & Partners, in 2013, which offers representation services for Russian companies in Europe. Since I'm now based in Moscow, I am also chairman of Foodbank “Rus” – the first food bank in the country. 

Rebecca: We wanted to reach a certain level of stability before we married. For a long time I was a lobbyist to many of the European institutions for a large aerospace group, prior to founding my consulting firm. I am also director of the Russian Imperial Foundation.

 

Under what circumstances did you create the Imperial Foundation, and what work do you do in Russia ? 

 

George: I created it in 2013, on the occasion of the 400th anniversary of the imperial dynasty. The foundation assists children with autism, provides pediatric palliative care services, and supports cancer research. 

Rebecca: We choose (to assist) the most innovative programmes personally, often in collaboration with the Orthodox Church and the local authorities.

 

The Romanov family was largely erased from the history books. How have you experienced this graceful return ?

George: After the Bolsheviks assumed power, the terror began against all of us, without any distinction. They (the Romanovs) were executed, regardless of their age, their gender, their level of political activities, or their place in the succession to the throne. All the family of Emperor Nicholas II was executed, including his four daughters, who were guilty of nothing. Some, like my great-grandfather, Grand Duke Kirill Vladimirovich, managed to escape. As Emperor-in-Exile, he did not become a reactionary fanatic. On the contrary, he said several times that he understood and accepted many of the social changes that had occurred in Russia. Engaging in dialogue with people with different points of view has been one of the principles of the social activities of our House. But the totalitarian communist regime used terrorist methods: aggressive atheism, abolition of private property, disregard for an important part of the historical and cultural heritage of our nation... All contact with the imperial house was prohibited. They tried to erase our existence from the history books. After 1985, and perestroika, the situation began to change. With the permission of Boris Yeltsin, my grandfather and my grandmother Grand Duke Vladimir and Grand Duchess Leonida were able to see their homeland again in November 1991, at the invitation of the mayor of Leningrad which then became St. Petersburg again. It was the beginning of a slow process which has seen, notably, the burial of the Romanovs who have been named martyrs, a gesture that I appreciate.

 

President Putin has re-established the imperial eagle as the symbol of Russia. Does he take himself for some kind of Tsar?

George: The symbols of imperial Russia have been restored since the time of President Yeltsin. President Putin is above all a statesman. The idea that he is a tsar, is very fashionable among the media in western Europe, but it does not correspond to any reality. As to the heritage of this symbol, it is good to emphasize it, as it is part of the identity of this country.

 

What are the relations between the Kremlin and the descendants of the imperial family ? 

George: We are often invited to participate in ceremonies of an historic character. We maintain relationships of mutual respect and cooperation in the areas where we can be useful. We are always greeted warmly.

 

At all the sales of objects and memorabilia from tsarist Russia, the prices soar. Are the Russians nostalgic ? 

George: After having been deprived of their history and the right to practice their religion, they are very attached to their past and to their faith. I think it is a normal reaction. 

To rediscover that there was once an empire that on several occasions decided the fate of Europe and therefore the world, gives, I think, a sense of pride.


Your mother, the Grand Duchess Maria Vladimirovna, who lives in Madrid, is considered to be the Head of the Russian Imperial House. How you do you divide your roles ? 

George: As head of the family, my mother is frequently invited by the Russian (political or religious) authorities to represent us. My part is to work mainly in the social field.

 

The descendants of the Romanovs live scattered around the world. Do you plan to unify these branches one day as Head of the Imperial House ? 

George: From thirty years ago up until to the present day, our cousins from the Nikolaevichi branch challenged my mother’s right, as a woman, to lead the Imperial House. The association they then created [The Romanov Family Association], however, is not recognized by any Russian or foreign authorities, and neither is it recognized by the Moscow Patriarchate. I think that these disputes fuel gossip, especially in Italy and in France, but they are not interesting. As descendants of a lineage which was almost exterminated, we must come together rather than to lose ourselves in conflict. This is all the more foolish, especially now that today a woman heads the Romanov Family Association... My mother and I keep the hope that, in the near future, the family will get together.

[i] A mistake on the part of Paris Match.  Dmitri Romanovich Romanov, a distant cousin of Grand Duke George, was married at Kostroma in 1993.  This will be, however, the first marriage of a member of the Imperial Family (as opposed to a Romanov descendant) in Russia since H.H. Prince Andrei Alexandrovich of Russia married Elisabetta di Sasso-Ruffo in the Crimea in November, 1918.

[ii] Exonerated.  Nicholas II, his family, and the other members of the Imperial Family were all considered criminals by the Soviet State.  Grand Duchess Maria led a successful campaign to rehabilitate the reputation of the members of the Imperial Family by obtaining their exoneration of the false charges against them.

Betrothal ceremony of the Grand Duke George Mikhailovich and Victoria Romanovna Bettarini at Kostroma

In the Russian Orthodox Church, the wedding ceremony is divided into two sections: the Betrothal (obrucheniye or Обручение) and the Crowning (venchaniye or Венчание) . In the modern day, the ceremonies are most frequently combined, but in the past, they were two separate ceremonies. The Grand Duke and his fiancée chose to celebrate the ceremony of Betrothal at the Ipatievskii Monastery at Kostroma. This is the ancient monastery from which the first Romanov Tsar, Michael I was called to the throne. The Epiphany Convent of St. Anastasia, which is part of the complex at Kostroma, is also the home of the miraculous icon of the Feodorovskaya Mother-of-God - regarded as the heavenly protectress of the House of Romanov.

At the Betrothal service, the chief ceremony is the blessing and exchange of rings. The rings are blessed by the priest in the name of the Father, of the Son, and of the Holy Spirit. The priest then exchanges the rings, taking the bride's ring and placing it on the groom's finger and vice-versa. Then he exchanges them again, symbolizing that each spouse will constantly be complementing and enriching the other by the future union. This is also an outward symbol that the two are joined in marriage of their own free will and consent. It is celebrated in the vestibule or the pritvor (Притвор) of the church building before their procession into the nave of the church.

The Grand Duke and his fiancé chose to practice the ancient version of the custom in an ancient place very special to the House of Romanov.

2021-01-24. The betrothal of Tsesarevich George of Russia and his bride-to-be, Miss Victoria Romanovna Bettarini, took place at the Ipatiev Monastery in the city of Kostroma

On January 24, 2021, at noon, the Heir of the Head of the Imperial House of Russia, His Imperial Highness The Grand Duke George of Russia, and his fiancée, the hereditary noblewoman Miss Victoria Romanovna Bettarini, were betrothed in the Holy Trinity Cathedral in the Ipatiev Monastery in the city of Kostroma. The betrothal service was officiated by His Eminence Metropolitan Ferapont of Kostroma and Nerkhta. Among those attending the service were government officials of the Kostroma Region.

In the morning, the Grand Duke and his fiancée attended Divine Liturgy at the Cathedral of the Holy Epiphany-St. Anastasia in Kostroma, receiving Holy Communion and venerating the great and holy icon of the House of Romanoff—the Feodorovskaya miracle-working Icon of the Mother of God.

Then the couple proceeded to the Holy Trinity Ipatiev Monastery, where the betrothal service took place, officiated by His Eminence Metropolitan Ferapont and other clergy of the Kostroma diocese.

On behalf of the Governor of the Kostroma Region, S. K. Sitnikov, the Chief of Staff the administration of the Kostroma Region, M.B. Smirnov, formally greeted Tsesarevich George and his fiancée Victoria Romanovna.

Later that same day, Grand Duke George and Victoria Romanovna, accompanied by Archpriest Dimitri Sazonov, visited the construction site of the new church at the Second City Hospital of Kostroma, and the Children’s Maritime Center.

Announcement of the Upcoming Wedding of His Imperial Highness The Heir, Tsesarevich, and Grand Duke George of Russia and Nob. Victoria Romanovna Bettarini

 

Her Imperial Highness The Grand Duchess of Russia, Head of the Russian Imperial House, is pleased to announce the marriage of her son and heir, His Imperial Highness The Grand Duke George of Russia, with Nob. Victoria Romanovna Bettarini, the daughter of His Excellency Ambassador Nob. Roberto Bettarini and Nob. Carla Bettarini. 

Nob. Rebecca Virginia Bettarini was received into the Orthodox faith on 12 July 2020 in the Ss. Peter and Paul Cathedral in St. Petersburg, taking the name Victoria Romanovna. In 2020, H.I.H. Grand Duke George of Russia and Nob. Victoria Romanovna Bettarini received permission to marry from the Head of the Imperial House of Russia, H.I.H. The Grand Duchess Maria of Russia, as well as the blessing of the bride’s father, His Excellency Ambassador Nob. Roberto Bettarini.


The wedding is expected to take place in Autumn 2021. Further details of the date and time of the wedding will be announced in due course.

Asking the Lord’s blessing, We are pleased to grant Our permission to Our beloved son and heir, His Imperial Highness The Tsesarevich and Grand Duke GEORGE of Russia, to enter into marriage with his chosen bride, the hereditary noblewoman Rebecca Virginia Bettarini, who, on 29 June / 12 July 2020, the Feast of the Holy Chief Apostles Peter and Paul, in the Cathedral of Ss. Peter and Paul in St. Petersburg, was received into Holy Orthodoxy with the name VICTORIA ROMANOVNA. 

We deem it proper that VICTORIA ROMANOVNA should, from the moment of her marriage with Our son, have the right to use the dynastic surname of Romanoff with the title of Princess and the predicate of Serene Highness.

Announcing this event, so joyful for Our heart, and entrusting the future of our Most August son and heir, H.I.H. The Grand Duke George of Russia, and his future wife to the almighty protection of the Heavenly King, with firm faith in His mercy, We have every confidence that Our countrymen will join their prayers with Ours to Almighty God for a happy marriage, prosperity, and the blessing of children.

 

Issued in Madrid on the 20th day of January in the year of Our Lord 2021, and in the thirtieth year since Our succession to the rights and duties of Our Most August Ancestors—the Emperors and Empresses of Russia.
